How RIC Helped


Grant Secured:

RIC supported the client in securing the prestigious InnovSpur Grant, administered by the Institute for Adult Learning (IAL). The award provided close to S$500,000 in funding, covering 75% of eligible project costs. The grant was approved for the development of a next-generation AI-driven platform designed to transform career development pathways through real-time, data-led skills assessments and job-matching capabilities.

Scope of RIC’s Consulting and Advisory Services:

RIC worked closely with the client to scope and articulate a high-impact innovation project involving the development of a next-generation AI-powered career development platform. This platform aimed to transform career pathways through real-time, data-led skills assessments and job-matching capabilities. RIC’s work included:
  • Strategic grant identification and positioning, matching the project to the InnovSpur Grant and aligning the proposal with the agency’s focus on innovation in online learning, AI-enhanced learner outcomes, and enterprise technology adoption.
  • Full proposal development, incorporating deep technical articulation of the platform’s AI integration layers, marketplace model, and deployment architecture, as well as financial modelling and business case preparation.
  • Technology readiness assessment across TRL 4 to 9, detailing milestones from prototype to market-ready product, ensuring feasibility for both domestic and international roll-out.
  • Market and adoption strategy planning, working with the client’s in-house tech team and external consultants to design a multi-market expansion roadmap and talent development plan.
  • Compliance and execution planning, setting out milestone tracking, risk mitigation measures, and operational governance to meet complex grant reporting requirements.

Outcomes


  • Secured close to S$500,000 in InnovSpur Grant funding, covering 75% of eligible project costs, enabling the client to proceed with full-scale development of the AI-powered Skills U Platform.
  • Positioned the client to launch a Minimum Marketable Product (MMP) in collaboration with leading institutions such as Nanyang Technological University (NTU) and Swinburne University of Technology, validating both commercial potential and educational impact.
  • Established a multi-market adoption pathway, supporting expansion into additional geographies and industries, including partnerships with training providers and large employers.
  • Enhanced organisational capacity through structured rollout planning, milestone tracking, and grant compliance frameworks, ensuring readiness for future funding opportunities and scale.
