The company is active in AI governance, assurance, standards, and testing, with capabilities spanning automated risk diagnosis, adversarial testing, multilingual safety evaluation, and continuous behavioural oversight.

The project involves developing AgentMX, a novel enterprise-grade AI agent behavioural governance platform. The platform is designed to monitor autonomous AI agent actions in real time, classify behaviour against approved policies, enforce organisational rules, and generate tamper-evident compliance records.

Key modules include a client interface and administrative dashboard, identity management and access governance, real-time monitoring and action classification engine, policy interpretation and enforcement module, behavioural event ingestion and processing pipeline, data storage and audit trail system, and secure on-premise deployment architecture. The platform is intended for organisations deploying AI agents in sensitive environments where data sovereignty, auditability, policy enforcement, and operational control are critical.

The funding objective was to support the client’s EDG New Product Development project. The grant helps defray qualifying costs for technical manpower, third-party software development, software tools and licences, and audit fees. The project aims to accelerate development of a commercially deployable AI governance platform, strengthen the client’s proprietary product suite, support regulated-sector adoption, and create new technical and go-to-market roles in Singapore.

The client was building in a fast-emerging area of enterprise AI governance. As autonomous AI agents become more widely deployed, organisations need better ways to monitor agent behaviour, enforce internal policies, detect unauthorised actions, and generate audit-ready compliance evidence.

The challenge was to frame the project as a novel product development initiative, not a general AI monitoring tool. The grant case had to show why existing governance, observability, and security platforms were insufficient, and why the proposed system required new engineering across real-time behavioural monitoring, natural language policy interpretation, action classification, tamper-evident audit logging, and secure on-premise deployment for regulated sectors.

RIC’s support included:

• Framing the project as a novel enterprise-grade AI agent behavioural governance platform.

• Translating the technical concept into a clear product development scope under EDG’s Innovation & Productivity track.

• Structuring the product narrative around real-time monitoring, policy-guided control, behavioural classification, and compliance-ready audit evidence.

• Helping articulate the limitations of existing market solutions, including governance platforms, AI security tools, observability systems, and open-source research frameworks.

• Developing the business case around regulated sector adoption, recurring enterprise licensing, regional market expansion, and international AI governance trends.

• Building the qualifying cost model across manpower, third-party software development, software tools and licences, and audit fees.

• Supporting project milestone design across requirements definition, system architecture, policy translation engine, dashboard development, audit logging, compliance reporting, system validation, and pilot readiness.

• Preparing the EDG proposal and supporting materials needed for grant evaluation and approval.

RIC’s role was to convert a technically complex AI governance product into a credible, fundable, and commercially relevant new product development case.

The client secured S$242K in EDG support, covering up to 50% of eligible costs. The grant supports the development of AgentMX, an enterprise-grade AI agent governance platform for behaviour monitoring and policy-controlled oversight.

The approved project covers core development work including a rule-based policy engine, real-time monitoring and classification layer, tamper-evident audit module, and browser-based governance and analytics dashboard. The project also supports three new technical roles, third-party software development by Fourtitude.ai, software tools and licences, and audit-related costs.

The platform is expected to help the client commercialise a new enterprise AI governance product for regulated sectors such as finance, healthcare, public service, and other high-trust environments. The project forecast includes incremental product revenue of S$2.1 million in Year 1, S$5.7 million in Year 2, and S$10.8 million in Year 3 after implementation.
