Hong Kong Enterprise Support Scheme (ESS): How to Structure a Strong R&D Project

The Enterprise Support Scheme (ESS) is a Hong Kong Innovation and Technology Fund programme that supports companies conducting in-house research and development.

 

It is designed for commercially oriented R&D, not ordinary business expansion, equipment purchases or general process improvement.

 

For companies developing proprietary technology in Hong Kong, ESS can be a significant funding pathway when the technical innovation, commercial potential, project team and budget are all credible.

 

What Is the Enterprise Support Scheme?

 

ESS is administered by the Innovation and Technology Commission under Hong Kong's Innovation and Technology Fund.

 

The programme was launched to encourage private-sector investment in in-house R&D.

 

Applications are open throughout the year.

 

Who Is Eligible for ESS?

 

A company may apply if it is incorporated in Hong Kong, holds a current Business Registration Certificate, and is neither a government-subvented organisation nor a subsidiary of one.

 

There is no SME-only restriction in the core eligibility criteria.

 

The project itself must also satisfy the programme's R&D and commercial requirements.

 

How Much Funding Can ESS Provide?

 

ESS currently provides funding on a dollar-for-dollar matching basis.

 

Government support can reach up to HK$10 million per approved project.

 

The maximum project duration is generally 24 months.

 

The recipient company retains ownership of the intellectual property rights generated by the project, and government recoupment or mandatory benefit sharing from commercialised R&D results is not required under the current scheme.

 

ESS Is for In-House R&D, Not General Business Spending

 

ESS is specifically intended for downstream applied R&D with commercial potential.

 

The Innovation and Technology Commission states that it does not support mass production, general business operations, ordinary production or operational improvements, general equipment investment, automation facilities, IT infrastructure, R&D facilities, general business financing or staff training.

 

A company should be able to show that the project involves genuine technology development rather than standard implementation or capital expenditure.

 

What Costs Can Be Supported?

 

Project funding can be used for manpower employed specifically to carry out the project's technology R&D activities in Hong Kong, new equipment procured specifically for the project, and other direct costs incurred during the project period.

 

The funded R&D work should primarily take place in Hong Kong.

 

Where R&D work needs to be carried out outside Hong Kong, prior approval is required and outsourcing arrangements should be justified.

 

Up to 50% of the approved total project cost may be incurred outside Hong Kong where permitted.

 

Commercial Viability Carries the Highest Assessment Weight

 

ESS applications are assessed by an independent panel using five criteria.

 

Commercial viability of the project deliverables carries the largest weighting at 30%.

 

Innovation and technology content accounts for 25%, technical and management capability for 20%, financial considerations for 15%, and relevance to the overall interest of the community or government policies for 10%.

 

Applicants need to pass each assessment criterion.

 

A Strong ESS Project Needs Both Technical and Commercial Logic

 

A strong application should explain what is technically innovative, why the proposed R&D is differentiated, how the development work will be carried out, and what measurable technical milestones will be achieved.

 

At the same time, the company needs to show who will use or buy the resulting product, why the market opportunity is credible, and how the project can lead to commercial value.

 

Technical novelty without a credible commercialisation pathway is a weaker ESS proposition.

 

Build the Project Around Clear Milestones

 

Because ESS funds defined R&D projects, the application should be structured around clear technical milestones, deliverables and budgets.

 

Milestones should show meaningful progression in the R&D rather than simply list activities.

 

The company should be able to demonstrate what will be developed, tested or validated at each stage and what evidence will show that the milestone has been achieved.

 

Application Timing and Process

 

ESS is open for application all year round through the Innovation and Technology Commission Funding Administrative System.

 

The applicant must also submit the required signed and stamped original documentation.

 

The Innovation and Technology Commission states that applicants can normally be notified of the vetting result in around two months after all required information and documents have been submitted.

 

If the assessment panel recommends funding, the applicant may then need to revise the proposal and address panel comments before final approval and execution of the funding agreement.

 

No Double Funding for the Same Cost

 

The same expenditure item cannot be funded twice using ESS and another government-funded programme.

 

Companies pursuing multiple funding schemes should therefore separate project scopes and cost items carefully.

 

A broader funding architecture may involve several programmes, but each cost should have a clearly defined funding source.
