Singapore Tourism Grants: Key STB Funding Pathways for Tourism Businesses

Singapore Tourism Board (STB) offers several funding pathways for tourism businesses, attractions, event organisers and companies developing new visitor experiences.
The right scheme depends on what the project is trying to achieve.
A hotel improving productivity, an attraction launching a new experience, a company developing a tourism product and an employer upgrading tourism skills are fundamentally different projects.
That means tourism funding should be approached by project type rather than by looking for a single 'best' grant.
1. Business Improvement Fund for Business Transformation
The Business Improvement Fund (BIF) supports Singapore-registered tourism businesses undertaking projects that improve productivity, competitiveness and business capabilities.
STB currently lists eligible areas such as core capability development, technology innovation and adoption, business model and process improvements, and sustainability initiatives.
Technology companies developing innovative products and services for tourism businesses may also be relevant applicants where they meet the programme requirements.
For companies considering automation, digitalisation, process redesign or sustainability capability projects, BIF can therefore be one of the main STB pathways to assess.
2. Experience Step-Up Fund for New or Enhanced Visitor Experiences
The Experience Step-Up Fund (ESF) supports the development and enhancement of Singapore tourism experiences.
Eligible projects can include new products and experiences, content enhancements, technology adoption that improves visitor experience, amenities improvements and infrastructure enhancements.
STB evaluates projects on factors such as visitor satisfaction, footfall, revenue impact and branding or public-relations value.
This makes ESF especially relevant where the project is intended to create a stronger visitor proposition rather than simply improve internal business efficiency.
3. Tourism Product Development Fund for Major Tourism Products
The Tourism Product Development Fund (TPDF) supports the creation or major rejuvenation of tourism products that can strengthen Singapore's attractiveness as a visitor destination.
STB states that projects should be able to attract foreign visitors and contribute to foreign visitor spending.
Major rejuvenation should involve meaningful new visitor content rather than refurbishment work with no content refresh.
This makes TPDF more suitable for substantial tourism-product development projects than for routine upgrades or maintenance.
4. TIP-iT for Tourism Workforce Development
The Training Industry Professionals in Tourism programme, or TIP-iT, supports Singapore-registered tourism businesses in employee skills upgrading and leadership development.
Eligible activities can include foundational and specialised tourism training, in-house course development, leadership programmes, overseas attachments, stretch assignments and exchange programmes.
For tourism businesses where the main project objective is workforce capability rather than technology or visitor-experience development, TIP-iT may be the more appropriate pathway.
5. Event Funding Is Structured Separately
STB also operates separate schemes for tourism and business events.
These include Business Events in Singapore, the Kickstart Fund and the Leisure Events Fund under the broader tourism event-development framework.
Companies planning events should therefore assess event-specific funding rather than trying to force the project into a business-transformation or tourism-product grant.
Do Not Treat BIF, ESF and TPDF as Interchangeable
The three schemes can appear similar because they all support tourism-sector development, but their objectives are different.
BIF is primarily about business competitiveness and transformation.
ESF is primarily about improving or creating visitor experiences.
TPDF is primarily about creating or substantially rejuvenating tourism products with destination-level impact.
A stronger funding strategy starts by deciding which of those outcomes the project is actually designed to deliver.
Project Timing Matters
STB's current guidance for BIF, ESF and TPDF states that projects must not have commenced before application.
Depending on the scheme, commencement can include starting work, making payments or signing contractual agreements with suppliers or other third parties.
Companies should therefore assess funding fit before making major commercial commitments.
Waiting until the vendor has already been appointed can narrow the available options.
Start With the Tourism Outcome
A strong tourism funding proposal should clearly explain the intended outcome.
For example, a BIF project might target productivity, revenue growth or cost savings.
An ESF project might aim to increase visitor satisfaction, footfall or spending.
A TPDF project should explain how the new or rejuvenated product will attract foreign visitors and contribute to visitor expenditure.
The funding case becomes much clearer when the project objective and expected tourism outcome are measurable from the beginning.
