Startup SG Tech Grant: How Deep Tech Startups Should Structure a Strong POC or POV Project

Startup SG Tech is one of Singapore's most directly relevant funding programmes for startups commercialising proprietary technology.
The grant is designed for deep tech startups developing innovative solutions based on proprietary technology and a scalable business model.
But Startup SG Tech is not a general startup grant.
It is a competitive commercialisation programme built around two distinct stages: Proof-of-Concept (POC) and Proof-of-Value (POV).
The strongest applications therefore start by identifying the technology stage correctly, then building a project that proves either technical feasibility or commercial value.
What Is Startup SG Tech?
Startup SG Tech is part of the wider Startup SG ecosystem and is administered by Enterprise Singapore.
Startup SG describes the programme as an early-stage funding scheme that fast-tracks the development of proprietary technology solutions and supports the commercialisation of innovative technologies.
Companies can apply for either POC or POV support depending on the stage of development of the underlying technology or concept.
Funding is milestone-based, which means the project should be designed around clear technical and commercial deliverables rather than a broad development plan.
POC and POV Solve Different Problems
A Proof-of-Concept project should answer a technical question.
The objective is to demonstrate that the proposed technology concept is scientifically or technically feasible.
A Proof-of-Value project sits later in the development journey.
The focus shifts towards building, validating and demonstrating the commercial value of the technology in a way that supports eventual market adoption.
Choosing the wrong stage can weaken the application because the project milestones, evidence and expected outcomes will not match what the programme is designed to assess.
A useful distinction

POV: Can this technology create credible commercial value?
The Technology Must Be Proprietary and Meaningfully Innovative
Startup SG Tech is intended for proprietary technology, not ordinary software development or incremental product improvement.
Enterprise Singapore describes the programme as supporting deep tech commercialisation and proprietary technologies.
The underlying technology should therefore be differentiated, defensible and capable of creating a meaningful competitive advantage.
A stronger application explains clearly what is technically novel, what proprietary know-how or intellectual property is being created, and why existing solutions do not adequately solve the same problem.
Commercialisation Matters Even at an Early Stage
Technical novelty alone is not enough.
Startup SG Tech is explicitly linked to commercialisation.
That means the company should be able to explain the target customer, market problem, use case, competitive landscape and path towards adoption.
For POV projects in particular, the commercial story becomes even more important because the company is moving beyond technical feasibility and towards market validation.
The project should therefore connect technology development with a credible business model.
Build the Project Around Milestones
Startup SG states that grants are awarded upon completion of milestones.
This means the application should be structured around specific, measurable achievements.
Milestones should show meaningful progression in the technology rather than simply list activities such as 'development', 'testing' or 'marketing'.
A good milestone makes it clear what will exist, what will be proven and how success will be demonstrated at that stage of the project.
Typical milestone logic
technical architecture or scientific validation;
prototype or minimum viable technology development;
performance testing against defined technical criteria;
pilot or end-user validation;
commercial evidence such as letters of interest, pilot commitments or early market validation.
Do Not Confuse Startup SG Tech With Startup SG Equity
Startup SG Tech and Startup SG Equity support different parts of the startup journey.
Startup SG Tech is a grant programme focused on technology development and commercialisation through POC and POV projects.
Startup SG Equity is an investment scheme that catalyses private investment into Singapore-based deep tech startups and, from 2026, has been expanded to include growth-stage deep tech companies.
A startup may eventually interact with both programmes, but they should not be treated as substitutes.
One supports project development. The other supports company financing through equity investment.
Deep Tech Startups Should Think About the Broader Funding Journey
Startup SG Tech can be an important early-stage funding mechanism, but it is rarely the end of the financing journey.
A deep tech startup may later need equity investment, co-innovation funding, overseas market-entry support, talent programmes or larger-scale commercialisation funding.
For example, Startup SG Equity can become relevant when the company is ready to raise institutional capital, while the Global Innovation Alliance can support eligible startups entering overseas markets.
The company should therefore view Startup SG Tech as one layer within a broader funding architecture.
Avoid Building the Company Around the Grant
A common mistake is to reshape the product roadmap simply to fit the grant.
The better approach is to start with the startup's actual technology and commercial priorities, then identify whether a POC or POV project can accelerate that roadmap.
The company should only commit to milestones it genuinely intends and is able to execute.
This matters because milestone-based funding creates execution obligations after approval.
A Strong Startup SG Tech Project Has Five Layers
A useful way to structure the application is to think in five connected layers.
1. Technology problem
What scientific, engineering or technical problem is the company solving?
2. Proprietary innovation
What is meaningfully different or defensible about the proposed technology?
3. Development stage
Is the project proving technical feasibility through POC, or proving commercial value through POV?
4. Milestones and evidence
What will be built, tested or validated, and how will success be demonstrated?
5. Commercialisation pathway
Who will buy or adopt the solution, and how does the project move the company closer to market?
When these five layers align, the application becomes much easier to understand and defend.
